As this article published by The Huffington Post reports, one entry for a design competition sponsored by the U.S. Department of Housing and Urban Development describes this design as a series of uninhabited islands situated about 10 to 12 miles off the city’s coast. The islands would be made of sand poured in over some hard rock or concrete bed. The project would cost anywhere from $10 billion to $12 billion, but researchers at Stevens Institute believe that models show that these islands would have greatly diminished the $79 billion in damages sustained during Sandy.
